The BHLSI results from the collaborative work and the important contributions of many committed individuals who offered their time and expertise to inform the recommendations contained in the CJP Strategic Life Sciences Plan,  “Growing the Greater Haifa Economy Through the Life Sciences”  (RJR Blatt, 2004).

The CJP BHLSI team works collaboratively with partnering organizations in Massachusetts and Israel.

Combined Jewish Philanthropies (CJP) of Greater Boston
The CJP is the major sponsor of the Center, as part of its long lasting commitment through the Boston-Haifa connection.
An ad-hoc group of Haifa and Boston business leaders founded the Haifa-Boston Connection in 1989, with the goal of helping the City of Haifa absorb large waves of immigration from the FSU.
Projects initially focused on job creation, including establishment of the Haifa Small Business Development Center and two technological incubators.

Personal connections between Haifa residents and members of the Boston Jewish community gradually developed over the course of the years, with hundreds of people presently involved in the Connection.

Haifa - Boston Connection partners include the Jewish Agency for Israel, the JDC, Haifa University, the Technion Institute of Technology, the Haifa Foundation, the Haifa Municipality, and dozens of associations and government agencies operating in Haifa.



MATI Haifa

MATI Haifa was founded in 1991 as a non-profit organization by Haifa Municipality, Jewish agency, Ministry of Industry and Commerce, Small Business Administration, the Ministry of Immigrant Absorption, Boston Community C.J.P. and the Israeli chapter of the JDC.

MATI (Small Business Development Center) Haifa is committed to create jobs through the development and preservation of Israeli SME's in the Haifa metropolitan area. Its mission is to help potential entrepreneurs to start new successful businesses, and to assist existing businesses with consolidation and expansion. MATI serves as a "one-stop-shop", and provides services in the various business fields.



Manufacturers' Association
The MAI's Haifa and Northern Branch represents and serves industrial plants located in the greater Haifa area and the north of Israel, and which account for approximately one-third of the country's industrial force. The MAI has set itself the goal of promoting the status of industry in this region and is working towards planning and designing an attractive and supportive environment that will serve as fertile ground for establishing and developing industrial plants.

The Haifa and Northern Branch of the MAI was established more than 70 years' ago by the founders of industry in the area. It is a professional and accessible address for the hundreds of MAI members in the north, who employ around 60,000 workers, comprising about 60% of the industrial work force in the north. 35% of the Northern Branch members have plants situated in Haifa and the Bay Area, while over 65% have plants in the Lower and Upper Galilee.



Haifa Economic Corporation Ltd
Established in 1972 with the aim of promoting the development of the city, Haifa Economic Corporation Ltd. is a wholly owned concern of Haifa municipality, and operated as an independent business entity. Since its inception, it has initiated and developed highly successful projects, significantly contributing to the city's infrastructure, environmental development and high profile as a business venue.

The focus of Haifa Economic Corporation is on three main objectives:

  • Attracting growth-intensive business enterprises
  • Furthering the development of the city
  • Enhancing public assets

To achieve these objectives, Haifa Economic Corporation has been involved in the development, management, and implementation of a wide range of projects in the following categories:

  • Environmental development
  • Infrastructure development
  • Promotion of business enterprises

To ensure the success of its projects, the Corporation conducts a wide range of comprehensive feasibility studies in cooperation with public authorities, and the relevant bodies and institutions. These studies provide the solid foundation upon which Haifa Economic Corporation projects are built and move smoothly toward successful completion.

To this end the Corporation also works in conjunction with such bodies as the Ministry of Trade and Industry, Government Tourist Office, Israel Lands Authority, Israel Sports Betting Board, Ministry of the Environment, Ports and Trains Authority, Israel Electric Corporation, Technion Institute of Technology, University of Haifa, and others.

Throughout the development and implementation of its projects, Haifa Economic Corporation is involved in every stage of activity, from initial presentation of ideas to various bodies, through consolidating ideas into a workable plan of action, and recruiting the relevant authorities to promote the plan, to management and negotiation towards implementation, preparation of all required documentation, recruiting capital, and more. Upon completion of the development stages, the project moves on to actual planning and implementation. For some projects Haifa Economic Corporation approaches the private sector in order to recruit capital and dilute risk, and to realize the potential for building trust among potential investors in the city.

"Northern Israel Life sciences and Biotechnology Network"

A Northern Cluster for Biotechnology Industries’ has been initiated by the S. Neaman Institute in order to promote collaboration between northern biotechnological companies and academic researchers. The rational for that initiative was twofold: (i) research in biotechnology is being conducted all over the world in clusters and (ii) biotechnology and biomedical engineering have become the fastest growing industrial sectors worldwide, and are reshaping science, especially in the life, medical, food and agricultural sciences.

In order to promote the initiative, the S. Neaman Institute has held meetings of leading scientists and representatives from the biotechnological companies in this area.
